The one outlet I have in my garage is on a 15A GFCI breaker also connected to my deck outlets. I want to run a dedicated 20A GFCI breaker to the garage outlet. I have a GE main box with a double open spot at the lower right. The GFCI breaker pigtail is not long enough to reach the neutral connection block. So my question is, can I extend the pigtail to use this open spot or do I need to shift all the breakers down to make room? Thanks.

No problem with splicing it. Have at it.

NO -you can not cut the white wire nor can you pigtail it. UL WHITE BOOK. It will not work correctly.
