What does the landlord say?
Did he sign the lease?
You or the landlord need to do an eviction notice and possibly take it through your district court. Police really aren't in the business of evicting people it really isn't their job.

What would the police do anyway? If you want someone out, you give them a formal notice and if they don't move, you go to court for a order of eviction. Once that happens, the court sends someone ( marshall, sheriff) to your home while you put his things to the curb, if he can hide them in the house, too bad. You then change the locks and he can't come back in
