How old are you?
You must be 18, first of all. If you are 18, you need to contact the health department in the county you live in to find out what their requirements are. The requirements vary from state to state.

Might be the place to start. Going to your local college, or even looking in the telephone directory for the piercing section and actually phoning up companies and asking how they would recommend you to train would be a good idea.
