I moved a 200V outlet from one side of the kitchen to another. I bought a new range/oven.
When I plug in the range/oven, the rang elements work properly, but the oven will not turn on or the clock runs. Does it look like I rewire the 220V outlet incorrectly?

If I get a voltmeter, what reading I should have among the three plugs?

What kind of cable did you old range require 3 or 4 wire? What does you new range require 3 or 4 wire? Chances are that you old one required 3-wire and your new one requires 4-wires. In other words, your old range did not require a neutral wire and you new one does. Check you installation manual.

You should have 120 volts between center prong and each outer receptacle connection, then you should have 240 volts Between the outer 2 receptacle connections. 3 Wire.

If the new range/oven requires 4 wires, what's the fourth wire beside 2 hot wires and neytral.

It would be 2 Hots, Neutral, and a Ground.
To bring old Ranges and Dryers up to date, A 4 wire cord is used, and the 2 hots connect to the outer 2 terminals, A strap will need to be removed from Ground and Neutral Connection terminal and Separated, Ground Connection connects to case, and neutral goes to center terminal(internal neutral).
This way the Metal or enclosure(ground) is not handling any current.
The Neutral does carry current.
