When filing form 1040 for dual status tax year, do I claim my dependent for the whole year. Do I also claim charitable contributions and HSA for the whole year. Then fill out form 1040nr using figures that relate to the non resident part of the year?

Please tell more about the dependent. Are you taking about your spouse?
You will not get standard deduction on Dual status return but you will get itemized deductions. Check schedule A (form 1040).
