Hi,

Line 38 of Scheule CA 540 NR says "Enter total of federal schedule A(Form 1040) line 5 (SDI, state and local taxes) and line 8(foreign taxes)". However it doesn't mention if I have to enter this line if I used a 1040 NR. The other lines made a clear mention on choosing the lines between 1040 vs 1040 NR. In which case, do I enter zero here?

No, use the local/state tax line from the Schedule A of Form 1040NR, plus the foreign taxes.
