Sex and orgasms are a "state of mind"... meaning that if you are ready, then it will happen. Is your boyfriend doing some "foreplay", getting you ready?
Are you relaxed?
All of this has to be happening before it will happen for you. If your boyfriend is in a hurry, then you aren't ready.
Talk with your boyfriend about foreplay... meaning cuddling, fondling, having a good time together, before getting ready to have an orgasm.

Honestly, using you hand is fine. Many many woman do this and have far better orgasms when they stimulate themselves or are stimulated clitorally during all kinds of sexual acts. The more woman that admit to this the better. If it makes you boyfriend feel any better while he is preforming cunnilingus bring yourself close and let him finish you off. Once you relax more he'll be able to do it on his own. But we all need a helping "hand" sometimes.
