My dryer has been make a strange noise like metal rubbing against metal. I found a piece of felt and goes between the rotating drum and stationary frame. The glue has dried and the felt won't stay in place. When the felt is in place the dryer is quiet, but once falls out of place it makes the noise again. What kind of glue should I use to hold the felt in place?

The felt is just a piece of thermal isolation. The reason it won't stay in place is because the drum is "leaning" on it. That indicates that something is wrong with the mounting of the drum.
Either the bearing is loose or it is worn out.
DISCONNECT THE POWER CABLE AND PUT IT ON THE GROUND IN FRONT OF YOU : SAFETY FIRST!
Some machines have teflon rollers to carry the drum at the window side.
Check the bearing (and if mounted the rollers). But I fear you better look asap for a dryer "special".
