Not familiar with configuration of that engine but obvious things to check are:
1. No spark/bad plug - fuel not getting burned.
2. Bad head gasket - fuel getting blown out.

Thanks Scleros,
I found the problem Float wasn't working properly trash was holding Needle Valve open causing excessive amount of gas to enter one cylinder.

What kept the other cylinder from flooding?

Check for ignition spark to that cylinder. I don't think you will find any.

I agree that if the flaot was the problem both cylinders would be flooded, either tha or you are sitting on a hillside. From what you have said so far, I can assume this engine doesn't start. Did cleaning out the boil and needle actuallu cure your issue?
