What is meant by 'Painted Block' and what is meant by Brick Veneer

Painted Bock is a painted CMU (Concrete Masonry Unit) wall. Brick Veneer is a wall finish made by stacking bricks and morter.

OK, a brick veneer is a bit more than you were originally given. A brick veneer is a single course of bricks laid againist a non-masonary wall, usually stud framing with tar paper. A full brick wall would be solid masonary with either cement block and straping or double courses of brick for structural strength. Painted block would be cement block walls mortared in and then primed and painted with a block filler paint. I don't know if that is how the books will describe it but that's how they are.

Your answer is very accurate except for the fact that "masonary" is not a word. It is masonry.
