My start menu toolbar won't show up, I went to try ctrl+alt+del and the windows security pops up. I try using the task manager and I can't get to that either. I even did the rebooting and the system restore but nothing helped me out, could it be a virus, what can I do? Help!!

Don't really understand, do you mean the toolbar that runs along the bottom of the screen?
Is there a start button you can see? Can you see your icons?
"windows security pops up" what does this message say or refer to?
Can you click start then run?
Was anything recently installed on the system, did this start happening out of no where
