I have a fresh air hose coming into the basement onto the side of the furnace.my problem is that the hose cools off the basement severely when we have north wind.can I relocate the hose to feed directly into the furnace?

Is it fresh air or combustion air? Usually fresh air is not necessary unless the plans called for it or the manufactures instructions. BUT Combustion air is necessary for fossil fuel to burn. You did not say what type of fuel you are using so I have no idea on that.
Many times combustion air is taken into the return air of the furnace then a non closeable register is put into the supply plenum. This will stop the cold air from blasting into the basement and also meet their intent of the code for combustion air. This method is acceptable in this area of the country but maybe not all areas.
