Go here and type in the web address and hit enter. WHOIS Search provides domain registration information from Network Solutions (http://www.networksolutions.com/whois/index.jsp) If the owner did not pay extra to have the information kept confidential, you will see who owns the website and there will be a few contact numbers for you to call.

Then there’s no chance to know

You can do one thing just ping the website and find out the IP you can find out this IP belongs to whom (only if it is directly registered)

I saw your other post. That is the only contact info I could find. It's actually for unsubscribing from the service, and may not even get you in contact with a real human. But you can always try. If there's no option to get to a human, try 0 and # and *. Sometimes that gets a human but they don't say so.

Try sending emails to the website like [email protected], support, etc.. They may have a catchall email.

You can find a lot of informations in the 'about' section of a website.
But the better way to find your answer is by requesting a whois lookup (http://www.whois-ip.fr).
You can find different website to make that but my favorite is whois ip (http://www.whois-ip.fr)

There are many ways to find website's owner first this you should check is whois data and also you can try some alternative ways like if he has a Facebook id try contacting him with that or if the website is a blog you can use comment form to contact the owner.
