My hair doesn't scrunch. But my cousin would just put a little bit of mousse in her hair and scrunch it up then spar a little harispray on. And my co-worker uses baby oil but admits it only works on some hair.

To scrunch my hair I wait for it to dry a little because it doesn't work for me when its really wet. Then I put in hair gel and scrunch it with my hands. I usually scrunch up different sections and secure them with a clip and let it dry for a while... I only do this though because my hair is really long and doesn't scrunch well. Then after I take the clips out I put a little more gel in.

I looove to scrunch my hair! I use herbal essences totally twisted moose and fructice(sp?) curling moose and the work. All you do is put a good sized blob of the moose in your hands.. and it helps if you wait till your hair is not dripping wet... and you bend over then scrunch you hair in sections and continue unitl your hair is very dry or the curls will fall out. It takes a while but it looks so cute!
