I recently had about a foot of water in my basement due to a flood. It turned off the pilot light of the gas hot water heater and it won't spark to relight. The water did not get up to the control (about two inches away). Does it need replaced? Can I fix it myself?

I am a bit confused by your description. A pilot and a sparker? You usually get one or the other but not both. When you remove the door to the burner chamber did you see the instructions for relighting? What do theytell you? Something like turn the knob to pilot, push down red botton, light pilot and hold for 30 seconds.
