First off I have 3 heating zones in my home, gas fired boiler and hot water baseboard. My issue is two fold.

1st issue... thermostats work fine on both floors and with that in mind I keep the temp set at 72 on the first floor and for some reason this heats the baseboards on the second floor as well and I cannot figure out why this is happening I keep the thermostat on floor 2 off because of this, and if I do kick on the thermostat on floor 2 it becomes unbearable. Any reason why this is happening?

2nd issue... sort of the same as the first, I finished off my basement and added a new digital thermostat in the basement and I cannot use this one in the basement because it make the second floor unbearable.

Any info you could provide would be greatly appreciated, as I am on the verge of having the entire rewired in the fear that the zones are wired incorrectly.

Is this a common issue

You have a valve (s) problems. Wiring problem or a thermostat problem. The piping should also be checked so as to figure which zone is fed by which valve and the reason for line feed back. This problem will have to be checked on site as there is no way we can check the work here. At least you now have something to go on.

Not a common issue.

You are experiencing "Ghosting". It is caused by heat excaping when a zone calls for heat and the check valve on the second floor is allowing water flow. If you can follow your piping to see which ones serve the second floor, find the check valve and tap it a few times. Also check to make sure only the zones calling for heat are getting heat. Yes, you could have some crossed wires.
