I agreed to co-sign for a car for a friend to help re-establish her credit under the condition that she would refinance the auto note no later than 6 months after the purchase of the car to remove the me from the car note. After the 6 month period elapsed I in several occasions requested that she refinance the car note as per their oral agreement. She never demonstrated good faith in satisfying the only condition of the oral agreement. In this case she did not have the intention on fulling the oral agreement it was just a way to get me to co-sign. Is there a law about this that I can take action on? Fraud or something?

Unfortunately oral agreements are only as good as the paper they are written on.

You can not sue until there is actual damages, if she does not pay, and you have to pay and then can sue them for the damages based both on the co-sign agreement and the fraud committed.

Also note you can not be taken off the co-sign for this reason,
