Ok, all I can remember about this is that I watched it as a child (I was born in '84) and it was about this boy who gets in a sleigh with a queen of some sort, it is snowing all around, and she gives him chocolate in the seigh and takes him to her castle (or maybe it was a girl?) and then there is a sibling envolved that one or the other has to save from the Queen. I know it's a bad description but it's all I can remember.

That's the Chronicles of Narnia - The Lion, The Witch and The Wardrobe that was made in the 70's or 80's. The witch actually gives him Turkish Delight not chocolate. You can find it on dvd along with a some of the other stories from the series. I grew up on those too so I have a copy myself. They recently remade The Lion, The Witch and The Wardrobe which, in my opinion, is much better so if you haven't seen it you might want watch that one too.

Wow, you know I thought it might be the Chronicles but I couldn't find anything that fit the time frame.

Here's a link to the version I grew up with, I think it's the one you are looking for. The Lion, the Witch, & the Wardrobe (1988) (TV) (http://www.imdb.com/title/tt0094500/)

What she gave him wasn't chocolate. It was actually a jelly candy called Turkish Delight. And it's amazing. But extremely hard to find here in the states.
I'm almost positive you're thinking of The Lion, the Witch, and the Wardrobe. But the same thing happens in "The Snow Queen" that movie's a lot older though so it's probably not that. Yeah I'll stick with the lion the witch and the wardrobe.

Stardust is right, it might be The Snow Queen. I completely forgot about this one, it's a part of the Fairy Tale Theater series. Here's a link to the information imdb has about it.
"Faerie Tale Theatre" The Snow Queen (1985) (http://imdb.com/title/tt0236206/)

There are other versions as well. The version I have is by Kids Klassics and features an introduction with Art Linkletter.
