I had an electrician out to check out circuit where the over the stove microwave is because it would blow the breaker after about 30 seconds. He discovered that it was the microwave running too high amps- like 23 amps instead of 12. The microwave is only 1.5 yrs old and of course the warranty is up. I was wondering if that is a fixable problem or am I looking at replacing the unit?

It can always be repaired.
The question is whether you are willing to tolerate the various stages:
Removal and clean-up,
Hauling it to a qualified repair shop whom you've obtained references for,
Waiting for the diagnosis,
Waiting for the parts to be ordered/shipped/installed,
And hauling it home and reinstalling and clean-up ( I listed clean-up twice because you'll probably do it twice... ),
And hoping the same unit doesn't fail again in a year and a half.

Unless the unit can be repaired very cheaply, I would simply replace it.

The repair costs will probably end up costing more than a new microwave unless you have some top of the line microwave, I'd just but a new one.

Sounds like the magnetron which is effectively the most expensive part in the microwave.
It probably has lost it's ability to heat gradually over time. If it's only 1.5 years old, I'd be suspect with foils in ovens or metailic paints on plates.
