My questions are these why is it that my 8 mth old son isn't walking yet and why my 3 year old hasn't boo boo in the potty yet

Child learn at different paces. And repetition is key with children. You cannot show them how to do it once and then expect it to be habit from there on out... You must spend time with them teaching them these things.
