My ex wants to sign over his rights. Can he do that with out me having someone to adopt him with me?

First he can't do it, without you agreeing, next some states willl not allow it without someone going to adopt,

And lastly even in those states that allow it, without an adoption all he gives up is the rights, he can't see the child, can't have any visits, and no say, but still has to pay child support, only when there is an adoption is child support stopped.

I disagree - there is no "case" here for the Attorney to handle in the future.

Your X cannot simply give up his rights. If you have questions, go to your local Family Court where they know the laws in your State.
