Portuguses passport requirements for a 23 year old person born and raised in portugal to parents of cape verde origin.

All citizens of Portugal are entitled to a Portuguese passport. In Portugal, applications for a Portuguese passport need to be made in person in any of the Civil Government locations (one existing in every Portuguese district) or in a Loja do Cidadão (in the Azores, RIAC - Rede Integrada de Apoio ao Cidadão) (English: Civil Assistance Centers.) Overseas applications need to be made in person at a consular authority (i.e. embassy, consulate-general, or consulate).

In order to apply for a passport, an individual needs to provide proof of citizenship (if over 10 years of age with a valid bilhete de identidade, if under 10 years of age with a current birth certificate). Consular authorities may require other pieces of identification (i.e. expired passports) as required by local law. Currently no photograph is required, as digital photograph is taken at the time of the application.

Think he is a legal citizen has a birth certificate, went to school, has worked in portugal. Cape verde is west african islands formally owned by portugal.

Welcome. I'm guessing the price isn't too bad, it costs like maybe 50 bucks total including picture for a US passport, so I'm guessing it's around the same kind of price range for Portuguese passports, but I don't know. Going to ask about it, however, is totally free I'm sure.

You are Portuguese citizen as long as at least one of your parents was lawfully residing in Portugal for over 5 years on the date of your birth. Or if you do not have any other citizenship.

All you have to do is to register your birth in Portugal.

If you do not fit in the aforesaid situation, you may also request you naturalisation once that you live in Portugal for over 6 years

Although this is old thread, with all posts but ours 3 1/2 years old, you should note this one:

... In other words, assuming you have proof of Portuguese citizenship, you should be able to get a passport at the Portuguese consolate nearest to where you are.
