If he signed over his rights so that someone else could adopt the child, then no. Otherwise, yes. If he is the legal father, either by having been married to the mother at the time of birth, proven by a DNA test or signed an acknowledgement of paternity, then he's responsible for paying child support whether his rights have been terminated or not.
