I just was given a hand me down computer ( V-Box) with Windows 98 installed.
I can't get the display to cange to 256 bit color, the option is not even there (just 2 and 16) making it difficult to run many programs.
I have a Standard PCI Graphics VGA adapter and the computer says I am using the best Driver for it, but still nothing. Could some files be missing or what?

The video adapter driver files are not installed. Usually there must be a CD or floppy that contains the drivers to install. In most of the times when windows 98 can not recognize the graphic card (video adapter) it simply installs Standard PCI video adapter driver.

If you don't have such a CD, try to find the video adapter model and download its drivers from it's supplier web site.

The video drivers definitely need to be installed from a disk. You are currently using only the default drivers. This is why you do not have all of your color options. Identify the model number on the card or motherboard then go to driverguide.com to download the correct drivers for free. The easier route would be if you actually had the video driver disk that came with the PC.
