The simple answer is no.

You can not get a credit card until you are 18.

HOWEVER…

Your parents can put you on as an authorized user on THEIR credit card or you can get one if an adult will co-sign with you.

So technically yes, you can get a credit card if an adult assists you and takes responsibility for it, otherwise, no you cant.

The reason you can't get a credit card without an adult is because since you are under 18, no one can enforce a contract that you make (unless it is for necessities)

In most areas a minor cannot enter into a contract. Since getting a credit card involves siging a contract, that would prevent it. But, as Forest said, your parents can add you as an authorized signer on one of their cards.
