Try taking the air filter out and starting. Also is the fuel filter clean? Is the carb clean?

Touch that muffler and smell the liquid, oil or gas? If you have oil coming out of the muffler you have some major problem. It is likely dirty gas with black carbon making it appear to be oil. You are flooding. Test for spark and check the float and needle valve in the carb, one of them is not working right.
