Hi Clough, good links, but he cannot apply to be a citizen before becoming a permanent resident. Similar to the situation in the US you can't apply for citizenship until you're a green card holder.

See the link below. You can apply to enter Canada as a permanent resident under the skilled worker class. This will give you the right to work and in a few years if you want to stay in Canada permanently you can apply for citizenship.

Basically you can use one of the followings:

1. Skilled Workers - independently - via Provincial or Federal. You will get faster approval under Provincial for specific working and location you have to stay inside Canada. You can check with more information under different Provincial Government
2. Marriage (Hetero or Homo) as Canada is allowed same sex marriage - it is assumed to be faithful
3. Hired by a local company and they apply you for working status and then you can change to immigration status from employment to Permanet residency

If you live more than 1095 days (physcially present within the territory of Canada), you can apply for Citizenship after 1096 days. Please make sure that you have lived more than 1095 days before you apply your citiznehip. You will need to take the citizenship exam test.
