My system opened and showed the message, RESTORE THE ACTIVE DESKTOP, at the same time mouse is moving over the icon and the icons are not selected and not opened. System hanged. Why this problem came and how to restore the same. Explain in step by step.

You need to explain yourself better

If you're on windows 98 (Are you? You need to be more specific), there will be a restore the active desktop button if the computer crashed. This is because the computer doesn't know exactly why it crashed, and it turns off active desktop just in case it was something there. Click where it says restoer and it should turn back on.
