My friend just got married in India her husband's family lives in different state then my friend's lives now he just got visa and he wants to arrive in chicago but my friend's original address is in Texas where they had put that address in file so is that OK for him to go to chicago? Also My friend's father did sponsor letters for him is there any law that he has to reach to Texas instead of chicago?

It doesn't matter where he lands in the US but they might ask why he's going to Chicago. Why did your friend use a Texas address if she lives in Chicago? Or is she only there temporarily?

If she lives in Chicago she should contact USCIS and have the information changed in the application for her husband's green card. If she is there temporarily to visit family and friends or something then there is no problem.
