Can anyone buy a Handprint recognition security system, or do you have to be specially licensed or something to buy it? Either way, is there a website that sells thos types of security systems?

All you have to have is enough money to buy them. They are available at commercial security companies.

I did a simple web search on hand and/or fingerprint scan systems and found many suppliers.

Also if you want a hand system they are known better in the professional market as Biometric systems, do a search for that and several options will come up.
