My mower surges and slows almost to stopping. Spark plug is new,oil changed and new air cleaner element.Fuel in tank is fresh and clean. There is no adjustments to be made to carberator. Old plug was fouled when removed. What should I do now? Remove carberator and check pick up to see if it is partially obstructed.:o :o :o :o
