    The parent always gets it unless they are deceased.

    The other parent will always get it, the money was due to her, not to the children, it was to pay her expense in raising the children, and this is not to pay her back for the money that should have been paid.

    The parent gets it. If the parent so choses to they can give it to the children but they are not legally obligated to do this.
