Labour affairs are handled on national level. B) There was talk of a European Blue Card, but this has been kicked in the long grass. The truth is that Europe has made it incredibly difficult for lower educated staff to work in Europe. As unemployment levels are very high local governments need to try and get locals back into work first. We have regularly posted about this on our blog.
