VxD Error - Win ME OS

Windows ME refuse to startup on a friend's system. It sticks with this error message:
An exception 0E has occurred at 0028:C004C715 in VXD VFAT (01)*000025. This was called from 0028:C182A5C0 in VXD voltrack (04)*00000430 It may be possible to continue normally.

Well it doesn't continue normally -- the screen freezes.

I reinstalled Me for him and all went well up to the last 12 minutes when ME was setting up Hardware and Plug and Play when the same error come back.

I have searched using GOOGLE and found a number of downloadable diagnostic tools, all offer to sell an unlock key to access the fix.
None of this is any good to me. The fault is on a system that refuses to load Windows far less access the Internet to get a fix.

PLEASE suggest a way out of this problem.

All attempst to remove the faulty driver failed.

I have reformatted the system and we are making a clean install of all his essential software. My friend is a sadder but hopefully a wiser man regarding making proper backups.
He has also been warned about installing everything and anything on his hard drive. That was the main root of all his bother.

Try reinstalling windows from the .CAB files in DOS. With a windows ME boot disk, change directories (type CD then press Enter) to: C:\Windows\Options\Install. If "Install" does not work, then substitute "Install" with Cabs to read: C:\Windows\Options\Cabs. Once in the directory, type: SETUP and press Enter.

Win ME help

I have posted it here many times.

Anyone using WinME should format their Hard Drives and get rid of it.

THere is no fixing it or working with it, it sucks and is the worst OS ever, even Microsoft says it stinks.
