There are a few things you can do to resolve this problem.
What are the Specs for your PC?
(make & model and amount of RAM installed would be helpful)
you should lower RTVSCAN usage of your CPU. to do this hit Ctrl.+ Alt. +Del.
goto the process tab, find RTVSCAN, right-click on it, go down to
Set Priority, and left-click on LOW.(this should stop it from using all your CPU while you get this under control.)

download those update them & then reboot your PC into safe-mode by tapping the F-8 key when your computer starts after Post.
Run full scans with each, remove everything, they find.
That same link has a free Anti-Virus app AVG anti-virus 7.5 free, which uses low resources.
What also might be happening, if you have no spyware, is that your OS is being forced to use a page-file on your Hard drive,if you have a minimal amount of RAM installed.
This causes the hard drive to run constantly, which only fragments your files faster, causing performance issues, . A Memory(RAM) upgrade is the fastest way to improve any PC's OS performance. For WinXP I feel 256MB is not enough. 512MB runs it better & 1GB of ram or more makes it run at peak performance.
What version of NIS(Norton Internet Security) are you using, does your PC cover the recommended specs for this application?
