RTVSCAN belongs to the Symantec Internet Security Suite and the easiest way to deactiviate completely is to temporarly deinstall the whole Symantec product. Symantec has a way of using a lot of resources so that might be you problem. To kill the svchots.exe is a different story since it's a system process. In XP there should be 4 to 5 active svchosts.exe in the taskmanager. Some viruses can call themselves that too. But try uninstalling the Symantec and see if that brings you any better results

There are a few things you can do to resolve this problem.

What are the Specs for your PC?
(make & model and amount of RAM installed would be helpful)

You should lower RTVSCAN usage of your CPU. To do this hit Ctrl.+ Alt. +Del.
Go to the process tab, find RTVSCAN, right-click on it, go down to
Set Priority, and left-click on LOW.(this should stop it from using all your CPU while you get this under control.)

Do you have anti-spyware apps installed?
    Spybot S & D
    Ad-aware SE
Ewido Anti-malware(Now AVG Anti-spy 7.5) You get a 30 day trial for full app, after the 30 days you can still use it to update, scan & remove mal-ware for free... Get it at: http://free.grisoft.com/doc/1

Download those update them & then reboot your PC into safe-mode by tapping the F-8 key when your computer starts after Post.
Run full scans with each, remove everything, they find.

That same link has a free Anti-Virus app AVG anti-virus 7.5 free, which uses low resources.

What also might be happening, if you have no spyware, is that your OS is being forced to use a page-file on your Hard drive,if you have a minimal amount of RAM installed.
This causes the hard drive to run constantly, which only fragments your files faster, causing performance issues, A Memory(RAM) upgrade is the fastest way to improve any PC's OS performance. For WinXP I feel 256MB is not enough. 512MB runs it better & 1GB of ram or more makes it run at peak performance.

What version of NIS(Norton Internet Security) are you using, does your PC cover the recommended specs for this application?

I worked in the computer field for 22 years before I was disabled. I now keep a network of computers at home from 1998-2006, as a hobby, & to help others with their problems.
Let me know if I can be of more assistance. If you provide the answers to my questions I should be able to assist you better.

    More on SVCHOST:
Svchost.exe groups are identified in the following registry key:
    HKEY_LOCAL_MACHINE\Software\Microsoft\WindowsNT\Cu rrentVersion\Svchost
Each value under this key represents a separate Svchost group and appears as a separate instance when you are viewing active processes. Each value is a REG_MULTI_SZ value and contains the services that run under that Svchost group. Each Svchost group can contain one or more service names that are extracted from the following registry key, whose Parameters key contains a ServiceDLL value:
    HKEY_LOCAL_MACHINE\System\CurrentControlSet\Servic es\Service
To view the list of services that are running in Svchost: 1. Click Start on the Windows taskbar, and then click Run.
    2. In the Open box, type CMD, and then press ENTER.
    3. Type Tasklist /SVC, and then press ENTER.
Tasklist displays a list of active processes. The /SVC switch shows the list of active services in each process. For more information about a process, type the following command, and then press ENTER:
Tasklist /FI "PID eq processID" (with the quotation marks)

I used one of the programs suggested above, they didn't work but one of them suggested this:

Click start run and type services.msc

I did this and i find in the list symantec antivirus, i right clicked on it an clicked on stop.

Now every time rtvscan.exe run i do this and kill the process

I hope this is useful for you, and sorry about my english my real language is spanish.

I tried running services.msc, and I right clicked, properties, and disabled the process. It works on my SP3 XP. And the next time I start my PC, it's OFF FINALLY... now my PC can run fast and I'm chilled...

Do not stop service from Services.msc as it may open your machine to viruses. Just restart service to resolve the problem

I was having issues with RTVSCAN and SVCHOST hogging the CPU as well. I noticed that RTVSCAN would only be for the first couple minutes that the computer was loading all of its startup apps. SVCHOST was cycling through 100% for a couple minutes then release for a couple minutes and so on.
I discovered that we had been hit with W32.Downadup virus. I got that cleaned up using BitDefender removal tool (very nice utility). But the CPU was still being hogged by SVCHOST (and automatic updates got turned back on too). After using Process Explorer to look through XP's processes/services I found that the service that was causing the high CPU usage was Network Location Awareness (NLA). I disabled then stopped the process and everything came back to normal. At my work this is not a necessary process so it worked out.
