how do you make the screen smaller on a pc

Please help when i go on e bay i have to draw the screen across to get all the items on the page but then i lose the left hand side of the page have been into properties but cannot get up settings can any one help me thanks |

So I have this website I go on and the thing doesn't get smaller the website is canucks.com on the top it has a box which shows the news I need to make that smaller it is so big I can't watch an videos
I have a Panasonic CT-27D30B. When the US went to all digital signals, my screen couldn't 'fit' everything in, and I lose things at the edges. Can I adjust the TV somewhere so that the picture is 'smaller' and can fit on my screen?
I don't know how to explain this right so try to bear with me. My mom was messing around with my laptop and the next day when I went on it everything on the screen is bigger! The X in the right hand corner, pictures, letters, icons, just everything is like 2x bigger. I don't know how to fix it...
