East Asian languages don't show up right

Ok I'm using XP with service pack 2. I have all the laguage packs installed from the XP cd, including the east asian and right to left weird ones. I am still having problems viewing east asian languages, on websites and in documents. Most of the time they come out looking like this junk.

In this case, the .txt files name was ok, japanese characters, but the actual contents were that gobelty gook. What the heck is wrong? I need to be able to read this stuff. I can't put that crap into a translator. Do I have to install different languages? If someone could help me I would be very great full.
