Control Panel Not found on computer

Hi, there.
My computer is running Windows XP Pro.
When I right click on 'My Computer', select Properties, I got an error msg saying that" This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."
When I click Start button, Control panel is not found on the list.
Hope friends out there can help me to solve this problem without formatting my computer.

Are you the Administrator of the computer?

Hi i had the same prob some time ago ?? all i did was head into the control panel re-configer the start menu and add my computer to it there and that should fix it

try and change your log in name to administrator

you maybe a victim of spyware. Make a backup of important files like your document folders... pics... music etc... format and reinstall windows...
