control panel has disappeared

I started receiving popups yesterday telling me my computer was copying itself and wanted me to do a scan, obviously trying to sell me software. It would not go away. I ran adaware and scanned twice. It still would not disappear. I tried getting int control panel to see if I could find a stray software to delete. I received a message saying control panel was restricted and to contact my administrator. I also tried to do control alt delete and got the same message.After this I rebooted. Since that, the control panel option has disappeared from my computer options. otherwise, my computer runs Fine

I would also try the Trend Micro Housecall online scan, it scans for viruses, spyware, and adware. It's always up to date, too, because it scans online.
