what version of windows you have?

I must look in papers... if windows have problem with registry it is not reason to stop starting, it only dont start some services, but whole system? Or they are totaly damaged? Hm.
Without any speculations, If you dont worry about your programs (not data), you can repair windows from instalation CD. I have good experience with this, when it is start up problem, e.g. any driver is damaged. Few weeks ago one PC crash at start up (after loading vga driver it falls). It was PC with two disk raids and very important data, so I was afraid, if windows repair will correctly load raid drivers. And he was succesfull.

If the registry are damaged (but Im not sure) you can lost your instaled software.

But, at first, reply, whitch type of windows you have and I try to find, what does "scan reg" means.
