computer restarts on startup

omg this is really annoying... today i jus did a sypware scan and it said it had to restart so i reatsrted it... but when it starts up.. it gets to the blue screen that says "windows is starting up" the mouse cursor pops up and then... it restarts again? this keeps on happening everythime i try to startup and it hasn't gone past the blue screen. I have tried going to safe mode but the same thing happens... some1 help??

check ur smps(energy source in cpu).........it happens when it moves
if further problem remains..msg me

A virus could easily manipulate a registry to make your computer restart everytime you try to boot it up since it is literally a one value change.
