Can't View Photo files as thumbnails

I am running Windows ME and my picture files can no longer be viewed as thumbnails. When I select "Thumbnails" under "View", the thumbnail shows as the icon of the program I am using for viewing and editing. Any reason for this and how can I remedy it?

Thumbnails

Hi,
Do you have the preview pane on the left side of your screen?
Like, when I open My Pictures, there is a preview screen on the left side.
Click on View at the top, then click on "View as a webpage".
If you have that option in ME, then try it. Might work.

My preview pane is on the right side. I do not have the option to "view as webpage" under "View" in my toolbar. Any other suggestions?

The website offered lots of good information on Window Me. Unfortunately, nothing that would assist in viewing my picture-file thumbnails.
