A good number of women retain water for a few months after giving birth. It can take a while to go down. I would give it a while to allow your body to go back to normal.
Facial fat is typically the first fat to go or at the very least the most noticeable fat to "vacate the premises". I know when I start to lose weight my face and neck get thinner I notice this as well on other people.
Also as Goldie said it could still be some water retention.
