Well there's no way to lose 22 pounds "fast" and do it safely at the same time. The best thing for you to do, at your age, is eat better and excercise more. Do NOT starve yourself!
The great thing about being young is that it shouldn't be difficult to lose weight...
Lay of the junk food, go for walks/runs, bike rides, play sports, etc....
Be a kid and don't worry about your weight and it will just happen!
