how will trace the voip calls location

I got a call and sms many times with different numbers or "no number" and i got last message with this number"018664274468".

please help me how i can trace the location, IP address or person

Just call the 866 number, eliminating the "0"; that is a toll free number, meaning you are not charged for the call. Did you try that ?
