Would I qualify for a German Passport when my partner and I get married, as he is a German citizen?

I do not beleive so, but to verify, contact the nearest german embassy near you.

Not immediately, first step you will become a permanent resident, and upon completion of a number of requirements, then you will be eligible for naturalization... then obtain German passport. Approx 3-4 years.
