Washington International University - Accreditation Issues

The responses given to Washington International University being accredited is vague. Is it legal to offer degree courses to the public without being recognized by the U.S. Department of Education?
Should not the public as is the case with harmful medicines be advised of such.

Should there not be a list of accredited institutions and not accredited ?
