craftsman 917256810 lawn tractor

the small "bar" that pushes/pull the pulley to engage the blades came off and i am to my witts end to try and fix this thing,, i am assuming that the deck has to come off to get this bar back where it belongs,, is there an easy way,,, please help , thanx john
