I have inherited a Troy Bilt Bronco riding mower that belonged to my father. He used this twice before he passed away and it has been sitting for just over 2 years now. I replaced the battery and it will crank but not turn over. Here is what I have done...

This is a 2009 or 2010 Troy Bilt Bronco with a Kohler Courage 20HP engine

I replaced the fuel filter and checked to make sure the hose was open to the carb and it is. Fuel will flow through the filter and out the end of the hose that is attached to the carb.

I have removed the solenoid from the bottom of the carb bowl and the plunger moves up and down easily and I didn't not notice any gunk around it, but sprayed it with carb cleaner anyway.

I have removed the carb and the bowl and cleaned both of them out. The cleaner flows through the jets and into the bowl easily. The needle is clean from what I can see and the float moves easily.

Air filter is clean

Spark plus is working

New battery

Gaskets associated with the carb are clean, and not cracked or damaged.

I put all of this back together, can hear the solenoid clicking when I put the key in, and it just spins. I cannot see fuel moving through the filter and it won't start.

When you spray gas or carb cleaner into the carb it will run until that burns off. Then it dies.

It seems obvious be your description(good job by the way) that it is engine and fuel delivery related. Something as yet unseen preventints the fuel from entering the venturi for mixing with air for intake. Here is a link to the Courage Service Manual:

The needle seat gasket is swollen from sitting in ethyanol for two years. It is located right above the float needle in the carb. You will need a small pick or a small piece of strong wire to remove it but you will notice it is swollen shut not allowing fuel to pass. You can get a new needle and seat for about 2 bucks and you just wet it with spit and push it in place using the blunt end of the new needle. This will fix your problem. Just remember to either drain all fuel or use stabile before storing it again for the winter
